Enables AI agents to query a Moodle mirror for what appeared, changed, or disappeared since a given time, backed by a persistent ledger that records when each revision was first seen and which ones have been handled. This lets agents report deltas instead of dumping course contents, pick up unhandled backlog across sessions, detect silently re-uploaded files, and share a work queue among multiple agents or humans.
